PAM ELLETT 966-7540 TO SCHEDULE GAMES. We request that you telephone Mrs. Ellett, not your parents. Calls can be made WEDNESDAY after 8:00 p.m. and before 9:30 p.m. and any night after that up to the Saturday of games. Do not leave messages on the answering machine as they will not be returned. Please do not put Mrs. Ellett on auto re-dial callback. Please call yourself. Check your own schedules before you call me so we don’t have to make any changes later. When you call me, write it down on something to keep through the entire season. Use the attached sheet to keep accurate records. If you need to change or cancel your games, try to find someone to take your place that is in the group registered with the NCRD. Please try not to call at the last minute to cancel. Inform Mrs. Ellett of all changes. If it is raining, check the fields hotline telephone number. Most times, games will be played unless there is thunder and lightning. The hotline number is 594-3610. All games are on as scheduled unless a message says different. After you get your first referee game assignment, you may pick up your referee t-shirt at the Recreation Department Office. Please wear your referee shirt and identify yourself to the coaches by name. Try to get their names/name or what color shirts the kids have on. (It helps to have this written down just in case there is a problem). MAKE SURE YOU ARE ON THE RIGHT FIELD! Study the attached fields map. All of the soccer goals have the field number on the upper side of the goal. You need to bring a whistle, stop watch, and a coin to flip. Get a game ball from one of the coaches before the game starts. Make sure to return it to him after the game. Make sure your games start on time. You need to be at the field 15 minutes early so you are ready to start on the hour. Read the attached playing rules and commit them to memory. Each league has a different set of rules. While the game is being played, do not allow any people on the ends of the field. Coaches and parents on the sidelines only. Any problems, look for the golf cart and check with the fields supervisor, and call me right away when you get home. Payroll- referees will be paid $10. per game for their first eight games. Referees will be paid $13. per game for each game worked over a total of eight. After you referee your game, record the date, time and coaches on the attached sheet. Keep these records to present when you pick up your pay at the end of the season. One week following the final games, you can pick up your season’s pay at the Recreation Department Office in Waveny House. A MANDATORY REQUIREMENT FOR YOU WORKING AS A REFEREE THIS SEASON- EACH REFEREE MUST WORK AT LEAST FOUR (4) GAMES. IF YOU DO NOT WORK AT LEAST FOUR GAMES, YOU WILL NOT BE PAID AND YOUR MONEY WILL GO TOWARDS ADMINISTRATIVE FEES. RULE GUIDELINES GOVERNING PLAY RECREATION SOCCER REFEREES Thank you for joining us in the Recreation Soccer program this season. We have two over-riding goals for all of the participants in recreation soccer. We want everyone to learn the game and enjoy the experience. To help us achieve these goals, we have written down a brief explanation of some of the guidelines governing play. The single most important point is that we want our players to play. You could clearly call a foul every 10 seconds, but don't. Particularly with the youngest kids, there will be some inadvertent handballs, some pushing and shoving, less than perfect throw-ins, and a few too many steps by the goalie. For the most part, let it go and let them play. Every time you do make a call: 1. Blow the whistle with authority. 2. Speak loud enough to get the players' attention. 3. Briefly explain the infraction so that the player can learn for the next time. RULES AND DEFINITIONS: K, 1, 2, 3/4 Grades At this level, the game is very simple and should be kept that way. There is no offside, no direct kicks, and no penalty kicks. 7 players including a goaltender make up each side for K and 1 grades. Teams will use a #3 soccer ball. 8 players including a goaltender for each side in 2, 3/4 grades and 2 grades will use a #3 soccer ball while 3/4 will use #4. Only a handful of rules apply: (a) Only the goalie is allowed to touch the ball with the hands or arms, and only near the goal that he of she is defending. (b) There will be a lot of inadvertent touching of the ball by our youngest players. If it's blatant, intentional, or conveys an advantage, the ref will make the call. (c) To be out of bounds or count as a goal, the entire ball must be over the line. Throw-ins are taken from the point where the ball crossed the line by the player of the team that did not touch the ball last. (d) On a throw-in, the thrower uses both hands and delivers the ball from over his head with both feet touching the ground when the ball is released. The thrower cannot play the ball again until it has been touched by another player. If the player makes an illegal throw, the ref will explain the problem AND ALLOW A SECOND THROW. All throw-ins are indirect. You cannot throw the ball directly into the other team's goal. To count as a goal, another player must touch the ball. Opposing players must be five giant steps away before the throw is taken. (e) For safety reasons, a player cannot play the ball if he or she is lying on the ground. If one or more players fall down on or near the ball, play will be stopped. Players should be instructed not to kick the ball or try to kick it when it is in possession of the goalkeeper. SAFETY FIRST. (f) All free kicks after fouls are indirect (i.e., a goal cannot be scored unless the ball is touched by another player of either team) but goals can be scored directly off corner kicks. (g) GOAL KICKS: are awarded to the defending team if an attacking player last touched the ball before it went out of bounds over the goal line. (h) CORNER KICKS: are awarded to the attacking team if a defender was the last player to touch the ball before it went out of bounds over the goal line. The kick is taken from the corner closest to where the ball went out of bounds. (i)*** OPPONENTS MUST BE AT LEAST FIVE GIANT STEPS AWAY FROM THE BALL ON ANY FREE KICK, CORNER KICK, KICK OFF OR GOAL KICK. This is very important at the youngest levels because goals all too often occur when goal kicks deflect back into the kicker's own goal. After a team has valiantly defended it's net, this type of goal can be very discouraging. (j) Though offside is not called at this level, stationing a player near the goalkeeper and substantially behind the defenders is to be discouraged. RULES AND DEFINITIONS: 5/6 Grades At this level, our recreation soccer program will conform to the standard U-10 rules, which means that offside and penalty kicks are a part of the game. All fouls will be indirect kicks unless it is in the penalty box resulting in a penalty kick. Also, no more do-overs on throw-ins. Teams use a #4 soccer ball. 9 players including a goaltender make up each side. (a) OFFSIDE: If the offensive player is ahead of the ball and in the opponent's half of the field, there must be two defenders between that player and the goal. The goalie can be one of those players. A player cannot be offside on a corner kick, goal kick, drop ball or throw-in. A player in an offside position need not be penalized unless in the opinion of the ref, he is interfering with the play or an opponent, or seeking to gain an advantage by being in an offside position. (b) INDIRECT KICK: is a free kick from which a goal may be scored only if the ball touches another player before entering the goal. Taken from the spot of the foul, opposing players must be 5 giant steps away from the ball before it is kicked. (c) PENALTY KICK: awarded for personal fouls or intentional handling of the ball by defensive players within their own penalty area. The kick is taken from a designated spot a certain distance from the goal line and in the center of the penalty area with only the goalkeeper defending against it. (d) Refs will try to keep penalty kicks to a minimum. In many cases, it is preferable to call for a indirect kick just outside the penalty area and allow the defending team to put up a wall. If a penalty kick is called, it cannot be played again by the kicker until the ball touches another player.
